121.04 PRESIDENT OF COUNCIL.
   The President of Council shall take the chair at the hour to which Council shall have adjourned at the preceding session and shall immediately call the members to order on the appearance of a quorum. The President shall preserve order and decorum. He may speak on any question by calling any other member to the chair but shall not, after speaking on any question, resume the chair until such question is disposed of. He may, in common with any other member, call any member to order who shall violate any of the rules and shall, when in the chair, decide all questions of order, subject to an appeal to Council on the demand of two members, on which appeal there shall be no debate.
