The General Manager of the Department shall have the duty, and is hereby authorized to cause the Department, for the City, to:
(a) Test construction, design and engineering materials and services, and environmental samples;
(b) Calibrate and standardize instruments and apparatus;
(c) Evaluate environmental samples, effects of natural occurrences, and unique products, materials and services submitted for tests;
(d) Evaluate performance of product samples, equipment and devices;
(e) Issue certificates or reports covering tests, calibrations, standardization and evaluations performed; and
(f) Implement the above, provided, however, that no test, calibration or standardization of weights or measures provided in Division 5 of the Business and Professions Code of the State of California shall be performed.

The Department, upon request by another bureau or department of the City, or as directed by the Council through the budgeting process or amendment thereto or by resolution, shall perform those duties provided for in Section 22.530.
