The Department shall be responsible for providing all communications services to the departments and offices of the City of Los Angeles, including the fire alarm and police signal services. The Department shall provide, either by facilities owned by the City, or by contract, or shall otherwise procure from others, all communications services needed to discharge its responsibilities.
The services, facilities, and equipment shall be provided or approved by the Department and shall be limited by the funds which have been provided by the Council for expenditure by the Department for such services, or furnished by the requesting agency.

Communications services shall include any means of transmitting and receiving information and data. This shall include, but not be limited to, delivery services, messenger services, mail services (including deposits in United States mail), and transmission and receipt of intelligence by electrical impulses or radiant energy, such as by landline, radio, microwave, television, or similar facilities, whether mobile or fixed.

The providing of communications services shall include, but not be limited to, the design, planning, specification, leasing, purchasing, distribution, disposition, installation and maintenance of all equipment or services necessary therefor and may include operation of equipment and facilities used to provide such services. It shall also include the examination of plans for:
(1) the construction of new public buildings and the remodeling of existing public facilities; and
(2) recommendations as to panel boards, conduit raceways, allocation of space and other design requirements important to the proper communications requirements, present and future, of the proposed structure.

Communications services shall not be provided to the Department of Water and Power, the Harbor Department or the Department of Airports, except to the extent, if any, requested by such departments and approved by the General Manager of the Department of General Services.

Communications services shall not include construction, installation, operation or maintenance of scientific investigation electronic equipment of the Police Department or data processing systems and services under control of the Department of Information Services nor shall such services include operation of the Police Complaint Boards or operation of the Fire Dispatch and Communications Centers.

Communications services shall not include the mailing of matter by any department, board, office, or officers which:
(a) is related to or in any manner connected with the conduct of election proceedings by the City Clerk, except when so requested by the City Clerk or
(b) in the judgment of the administrative head of any office or department is required to be mailed forthwith because of emergency or exigency of public business or legal requirements.

The Department, upon written request, is authorized to provide communications services, to any of the following entities:
(a) Any organization authorized to occupy premises owned by or under the control of the City of Los Angeles;
(b) Any organization providing or requiring communications services if the General Manager of the Department of General Services finds and determines that the requested service is to be in the interest of the City.

The cost of providing communications services as authorized by Section 22.515 shall be paid by the entity for whom the service is provided, unless otherwise determined by resolution or order of the Council. The basis of charges for such services shall be determined by the General Manager of the Department of General Services. Said charges are due and payable within thirty (30) days after notice of the amount due given by the Department of General Services.
In the event any such entity fails to make payment within sixty (60) days after notice by the Department of the amount due for any such service provided, the General Manager of the Department of General Services is authorized to order the termination of such communications services and the same shall thereupon be terminated.
