Tract T: Second Street, Center Street, the Norfolk and Western Railroad right-of-way, a line 132 feet from Center Street.
(a) Basic objectives. This area is an existing public parking lot and shall remain so. It shall provide parking for the commercial area to be developed in the project area and the existing commercial area outside the project area.
(b) Physical organization. This parking area shall be on the periphery of the commercial area and shall provide public parking facilities for shoppers in the commercial area and allow the exclusion of vehicles from the interior of the project area. It shall also allow more efficient use of the commercial area to the north and northeast.
(c) Land use. Land shall be used for automobile parking facilities.
(d) Off-street parking. No off-street parking requirements shall apply.
(e) Maximum height. No structure shall exceed 20 feet in height.
(f) Setback requirements. Parking shall be set back a minimum of five feet on all sides, except from the Norfolk and Western Railroad right-of-way. Setback areas shall be appropriately landscaped. Landscaping which will effectively screen the parking area shall be provided along Second Street.
(g) Maximum land coverage. Land coverage may be 100 percent, except for setback requirements.
(h) Floor area ratio. No floor area ratio requirements shall apply.

(i) Lighting. All exterior public areas shall be lighted to a level of .051 footcandles. All lighting shall be approved by the Development Review Committee.
(j) Signs. No neon or other self-illuminated sign shall be permitted. Signs may be illuminated by indirect sources only. Signs shall not exceed 16 square feet in size. All exterior signs shall be approved by the Committee.
