Tract I: Etna Street, North Fourth Street, a line approximately 110 feet from the new loop street to a line approximately 338 feet from Etna Street, the Linear Park.
(a) Basic objectives. The basic objectives shall be to provide neighborhood parkland and open space.
(b) Physical organization. This area shall be developed as a park to provide a recreation and open space area for residents and to act as a buffer between the industrial development across Etna Street and adjacent housing.

(c) Land use. Land shall be used for open space and a neighborhood park. A utility easement 20 feet wide shall be reserved beginning at a point approximately 212 feet from the southwestern right-of-way line (riverside) of North Fourth Street (vacated North Cedar Alley). Another utility easement ten feet wide shall be reserved beginning at a point approximately 135 feet from the northwestern right-of-way line (upstream) of Etna Street and running between the Linear Park and North Fourth Street.

(d) Maximum density. Dwelling units shall not be permitted.
(e) Off-street parking. No off-street parking shall be required.
(f) Maximum height. No fixture or improvement shall exceed 30 feet in height.
(g) Setback requirements. No fixture or improvement shall be placed within the following limits:
(1) Ten feet from Etna Street;
(2) Ten feet from the Linear Park;
(3) Ten feet from North Second Avenue; and
(4) Ten feet from the residential development on Tract L.
(h) Maximum land coverage. Seventy-five percent of this area shall be maintained as open space without any structural improvements. This provision does not restrict the construction of outdoor play areas, such as playgrounds, tennis courts, horseshoe pits, and the like. These and similar facilities shall not be considered as structural improvements.

(i) Lighting. All exterior lighting in the park area shall be with fixtures compatible in type and design with the publicly provided street and mall lighting. Special lighting may be used for illumination of certain recreation areas which require high intensity fixtures (e.g. tennis courts). All exterior lighting shall be approved by the Development Review Committee.
(j) Signs. No neon or self-illuminated sign shall be permitted. Signs may be illuminated by indirect light sources only. Signs may not exceed 16 square feet in size. All exterior signs shall be approved by the Committee.
