Tract S: Second Street, a line approximately 140 feet from Center Street, the Norfolk and Western Railroad right-of-way, a line approximately 236 feet from Center Street.
(a) Basic objectives. This area is to remain in its present use, which is as a right-of-way for the Detroit, Toledo and Ironton Railroad. If this area ever ceases to function as a railroad right-of-way, it shall be converted to automotive parking.
(b) Physical organization. This area carries the Detroit, Toledo and Ironton Railroad northeast from the Norfolk and Western Railroad through the project area. It is bounded by parking and the flood wall. If it ceases its function as a railroad right-of-way, it shall become an automotive parking area which is compatible with surrounding uses.
(c) Land use. Land use shall be industrial, but restricted to a railroad right-of-way. If the area ceases to function as a railroad right-of-way, it shall be converted to an automotive parking use.
(d) Off-street parking. No off-street parking requirements shall apply.
(e) Maximum height. No structure shall exceed 20 feet in height.
(f) Setback requirements. All structures, parking areas and loading areas shall be setback a minimum of five feet from all property lines. All setback areas shall be landscaped.
(g) Maximum land coverage. Land coverage may be 100 percent, except for the required setback areas.
(h) Loading zones. All loading shall be provided on site. All loading areas shall be screened from Second Street by a brick wall four feet in height or by a wall of similar height consisting of other materials or mature vegetation acceptable to the local public agency.

(i) Lighting. All exterior public areas shall be lighted to a level of at least .051 footcandles. All exterior lighting shall be compatible with the publicly provided street lighting, in both type and design. All exterior lighting shall be approved by the Development Review Committee.
(j) Signs. No neon or other self-illuminated sign shall be permitted. Signs may be illuminated by indirect sources only. Signs shall not exceed 16 square feet in size. All exterior signs shall be approved by the Committee.
