EXCAVATION
In and use of parkway or street
When a permit is issued a deposit equal to current market rate per square foot of sidewalk, plus 15% markup, and the current market rate per square foot, plus 15% markup, of roadway or fractional part thereof, but not less than ten feet, for the frontage of the portion of the street, alley, sidewalk or parkway to be obstructed, excavated or crossed or the length of the excavation, whichever is greatest, shall be made to the city. Such deposit, less a fee of $20 for issuance of the permit, shall be returned upon restoration of the street, alley, sidewalk or parkway to a condition equally as good as before obstruction or crossing. The cost of any repair or restoration, if done by the city, shall be paid out of such deposit and only the balance returned to the applicant.
