§ 95.17 BUILDINGS AND STRUCTURES.
   (A)   No building or other structure, whether for habitation or otherwise, including any dock, wharf, boathouse or anchored or stationary raft shall be constructed, altered or maintained within the limits of Zones A, B, C, D or E unless a permit in writing, based upon a written application setting forth the location, plans, specifications and intended use thereof is granted by the city.
   (B)   The plans, specifications and construction shall be in compliance with the current Basic Building Code as found in the model building regulations published by ICC (International Code Council), which is adopted herein by reference. All docks must comply with current dock guidelines adopted by the City Council and made a part hereof.
   (C)   The owner of each such structure shall pay a fee as set out in § 38.01 of this code of ordinances per year per structure for issuance of said permit. This fee is payable by April 30 each year.
   (D)   An inspection of said structures shall be made each year by the city. If a structure fails to be found in compliance with any of the rules and regulations above stated, an owner may:
      (1)   Have the permit for such structure suspended for a determinate or indeterminate length of time;
      (2)   Pay a fine of not less than $150, nor more than $1,000; and
      (3)   Forfeit the right to use, possess or maintain the structure and the city may take exclusive possession of the structure and remove it from the reservoir and dispose of it as the city shall see fit. The owner, by applying for said permit, does hereby grant to the city the right and privilege of going onto, over and across land owned by the owner in order to take possession of the structure and remove the same.

   (E)   All docks currently existing or which are under construction and have heretofore properly permitted by the city shall be grandfathered in as to their length as measured from the shoreline only.
   (F)   All docks which do not comply with the new 30-foot length limit shall be eligible to seek a variance from the City Manager in conjunction with the City Code Enforcement Officer. The City Manager and City Code Enforcement Officer are hereby authorized to consider, evaluate and rule on all dock variance requests. The standard for such variance shall be as set forth in subsection (B) above.
   (G)   Every structure on the lake shall have placed thereon figures, at least four inches high, showing the street name and number of the property on which the structure is located. Such signs shall be metallic, reflective, and similar in construction to current city street signs. Signs shall be affixed to the outer surface of every structure, on the side closest facing the main body of the lake, in a position readily viewable from the surface of the lake. The city shall supply such identification signs:
      (1)   To each owner of structures existing on November 13, 2018, the date of the enactment of this amendment;
      (2)   As part of the building permit process for all boat dock, boat slip, or other structures constructed hereafter.
