§ 50.01 MONTHLY WATER AND SEWER RATES.
   (A)   (1)   Rates shall be established for water and sewer services for all customers effective May 1 of each year.
      (2)   Monthly water and sewer rates shall be adjusted annually, effective May 1, by 80% of the percent change in the Consumer Price Index as of March of the current year to March of the prior year.
      (3)   Usage over 2,000 gallons of water shall be billed on a graduated scale as set forth by the city, plus all usage of the minimum 2,000 gallons of sewer shall be billed on the basis of the minimum monthly rate plus all usage of the minimum 2,000 gallon charge.
      (4)   Charges shall be billed on gallons of water used as measured by city water meter for water and sewer service and shall be based on the annual water and sewer rates, as set forth in § 50.01(A)(2).
   (B)   A charge as set out in § 38.01 shall be assessed to the owner of any service connection for which the meter has been altered, tampered with or by-passed, or for which service was turned on without authorization. Water service shall be disconnected until the charge together with all water and/or sewer usage charges are paid in full.
   (C)   The rate for other communities with bulk water service agreements shall be adjusted annually as prescribed in § 50.01(A)(2).
   (D)   There shall be a charge for private fire protection, beginning with the January 1996 water billing cycle. Private fire protection are those installations of service connections for which the sole purpose is to supply water to fire protection devices installed on the premises served by such connections. Private fire systems that are metered shall not be additionally charged. The schedule of monthly rates are as set out in § 38.01 of this code of ordinances.
