§ 151.09 CITY BUILDING INSPECTOR.
   (A)   There is established the office of City Building Inspector. The office shall be filled by appointment of the City Council. The person appointed shall hold office at the pleasure of the City Council. The compensation for the office shall be fixed and established by the City Council from year to year as conditions warrant and shall be paid to the person holding the office in monthly payments.
   (B)   No person shall be appointed to the office of the City Building Inspector who has any conflicting interest to the city and unless he shall have the following qualifications:
      (1)   He shall have attained the age of 21, be in good health, and be a graduate of a recognized high school.
      (2)   He shall be able to and shall devote full time to this office.
      (3)   He shall have at least five years experience in the building trade or shall have a background of experience or education in similar or related endeavors, which in the opinion of the City Council would be sufficient in lieu of five years experience in the building trade.

§ 151.10 BUILDING PERMIT REQUIRED.
   (A)   No person, firm, or corporation shall construct, reconstruct, or remodel any structure or commence to do any of these things without having obtained a building permit from the city. The permit shall be issued upon the receipt of a written application therefor which shall be submitted to the City Clerk and shall contain all the information required by the current zoning ordinance of the city.
   (B)   Upon receipt of the application, the City Clerk shall submit the application, together with all drawings and specifications accompanying the application, to the City Inspector for his review. If these are found by the City Inspector to comply with this chapter and all other applicable rules and regulations, he shall certify his approval in writing to the City Clerk, who in turn shall issue the building permit upon payment of the fees for the permit as hereinafter set forth.
   (C)   All fees received from the issuance of building permits shall be deposited in the general fund of the city and shall be used for general purposes of the city.

§ 151.11 BUILDING PERMIT FEES.
   (A)   The fees to be collected by the City Clerk for the issuance of any building permit shall be based upon the cost of the building or structure, which is to be accurately estimated and submitted by the owner or builder to the City Clerk with the application for the building permit. The term "COST OF BUILDING OR STRUCTURE" shall include the cost of grading, landscaping, garages, and driveways.
   (B)   A schedule of fees for issuance of building permits, demolition permits and permits for above ground swimming pools is established and adopted as follows:

   (C)   Checks are to be made payable to: City of Florence.
   (D)   The office of Building Inspector shall collect the fees established and adopted herein and deliver such fees collected to the office of the City Clerk for a deposit in the appropriate funds or accounts of the city.
