§ 151.07 INSPECTION OF RESIDENCE BUILDING CONSTRUCTION.
   (A)   In order to insure the proper enforcement of the provisions of this chapter, there shall be performed by the City Inspector, or other duly authorized official of the city, a minimum of three inspections of all residence buildings being constructed or reconstructed in the city. These inspections shall be at the following intervals:
      (1)   When footings are in place and before the foundation is poured, in order to assure the proper yard and area requirements; and
      (2)   When the roof and floor joists are in place with the joist bearings exposed; and
      (3)   When completed.
   (B)   All business and industrial buildings shall have, in addition to the three inspections required above, one additional inspection for every $15,000 of cost by which the total of the building or structure exceeds $35,000. This additional inspection shall be at such intervals as the City Inspector may deem best, considering the proper enforcement of this chapter.
   (C)   For the purpose of making surveys, inspections, and investigations, the City Inspector is authorized, upon identification and statement of purpose, to enter, inspect, survey, and investigate between 8:00 a.m. and 5:00 p.m., or at any time if an emergency exists, or if requested by the owner or occupant, all buildings, dwellings, dwelling units, rooming units, and general premises. The owner or occupant of every building, dwelling, dwelling unit, rooming unit, and general premises, or the person in charge thereof, shall give the City Inspector free access to the building, dwelling, dwelling unit, rooming unit, or general premises for the purpose of the inspection, survey, or investigation.
