(A) No person, firm, or corporation shall hereafter construct, build, or cause to be constructed or built any sewer line or water line intended for dedication to the public use or intended to be connected to and become a part of either the city water distribution system or the city sanitary sewer system, without having applied for and obtained a permit from the city Water and Sewer Commission.
(B) No person, firm, or corporation shall construct or cause to be constructed any sewer line intended to be connected from a structure to the city sanitary sewer system unless the minimum difference in elevation between the top of the sanitary sewer outfall line of the city shall be 16 inches above the top of the invert of the sanitary sewer line at the foundation of the structure.
(C) The city shall have no responsibility for any blockage on backups occurring in any sewer line which fails to conform to the requirements set out in division (B).
