(A) It shall be the duty of the City Inspector to inspect all streets and other structures containing concrete as an element of their construction, being constructed or reconstructed by persons, firms, or corporations, other than the city, to see that they are constructed in accordance with all applicable laws, rules, and regulations.
(B) All persons, firms, and corporations constructing such streets or structures shall, at their expense, comply with the following regulations:
(1) Each day that a major placement or pouring of concrete is made, three test cylinders of the concrete shall be made for inspection by the City Inspector.
(2) Each cylinder shall then be sent to a reputable testing laboratory approved by the City Inspector or City Council designated person and shall be broken at the laboratory. A copy of the laboratory report, signed by an official of the laboratory showing the results of the test, shall be mailed to the City Inspector.
(3) These reports shall show that the cylinders for each major placement or pouring were broken, one at seven days after making, one at 14 days after making, and one at 28 days after making. The report must show an average strength of all 28 days breakings at least 10% greater than the strength specified in the minimum specifications for streets as set up by ordinance for streets of the city.
(4) In the event these test results fall below the above stated minimum strength, the City Inspector shall report this fact in writing to the Public Works Committee of City Council, who, in turn, shall report the fact to the City Council, together with its recommendation on whether the street should be accepted by the city for maintenance, and in this event the city may refuse to accept the street or the portion thereof affected.
