No person, firm, or corporation shall construct or cause to be constructed any water line or sewer line intended for dedication to public use or intended to be connected to the city water distribution system or to the city sanitary sewer system, unless the water or sewer line was constructed in strict compliance with all laws, rules, and regulations of the Commonwealth of Kentucky, the city, or the Water and Sewer Commission.
