Members of the Police Department, when performing any services or official duties outside the City, shall be entitled to benefits and pension and to participation in any indemnity fund established by the City to the same extent as while acting within the City. Such members of the Police Department shall likewise be entitled to all of the rights and benefits of any Workers' Compensation benefits to the same extent as while performing service within the City. The amount of any pension, benefit or indemnity, the period of payment, and the person or persons to whom it shall be payable, shall be the same as if such member were injured or killed while performing services within the City.

The Mayor shall appoint a City Humane Officer who shall give bond for faithful performance of duty and who shall serve at the pleasure of the Mayor. Such Humane Officer shall enforce the provisions of the laws of Ohio and the ordinances of the City relative to the licensing of dogs, the impounding and destruction of unlicensed dogs, and the impounding and destruction of dogs running at large.
He or she shall keep a record of all dogs seized and impounded, shall be responsible for the collection of charges provided in Chapter 505 of the General Offenses Code for the taking up or boarding of any dog, and shall have general supervision of any City pound. He or she shall turn over to the Finance Director, at least once every month, all moneys collected by him or her and shall file a report of the same with Council. He or she shall be deputized by the Mayor with special police powers as are conferred on police officers in the performance of their duties and shall have power to summon the assistance of bystanders in performing his or her duties. He or she shall perform such other duties as shall be prescribed by the Police Chief.

(The Police Chief shall have the discretion to increase the fee to cover any additional costs incurred due to the volume or difficulty involved.)
All requests for services shall be made in writing and must be prepaid. All long distance fax requests exceeding ten pages in length shall be prepaid.

Should any member of the City Police Department be sued in a civil or criminal action as a result of his or her lawful discharge of the duties imposed on him or her by law or ordinance, the Director of Law is hereby authorized and directed to act as the legal counsel of the officer and to defend the civil or criminal action on behalf of the officer.
Nothing in this section shall be construed as waiving the City's defense of governmental function or governmental immunity, nor shall any provision hereof be construed to impute the liability of any such officer to the City, nor shall any provision hereof be construed to require the City to pay any judgment rendered against the officer, nor shall any provision hereof be construed to require the City to reimburse any such officer for legal expenses incurred in obtaining legal counsel.

Any video tape taken by any member of the Police Department, or by order of the Police Department, during and in pursuance of the ordinary course of its duties to preserve the peace and quiet of the community, shall not be for public display nor for showing at any time except by an order of a court of competent jurisdiction.

The Chief of Police is hereby authorized to operate a jail commissary at the new Euclid City jail.
The Chief is hereby authorized, empowered and directed to use any profits from the sale of various and sundry items, including candy and cigarettes, in the jail commissary, to set up a commissary account. Funds from the commissary account shall be used to provide recreational equipment and activities for jail prisoners.

The Chief of Police is hereby authorized, empowered and directed to execute contracts on an as-needed basis with other law enforcement agencies desiring to place prisoners in the new Euclid City Jail. Each contract shall be in such form as is approved by the Director of Law.

(a) Beginning January 1, 1991, the Chief of Police shall be paid at a rate of 1.85 times the bi-weekly rate of a first class patrolman.
(b) Beginning January 1, 1991, the Executive Officer of the Police Department shall be paid at a rate of 1.63 times the bi-weekly pay of a first class patrolman.

The Chief of Police is hereby authorized to offer bicycles to needy families in accordance with the following: If the Police Department is unable to determine the owner of a bicycle(s) after making a reasonable effort to do so, then the Chief of Police, before said bicycle(s) is to be auctioned, may offer the bicycle(s) to the child or children, aged fifteen and under, of needy families for the cost of a City bicycle license. For the purpose of this section, a needy family shall be defined as a family whose gross income equals sixteen thousand, five hundred dollars ($16,500) or less annually. There shall be a limit of one bicycle per child.
