141.10 DONATION OF BICYCLES TO NEEDY FAMILIES.
   The Chief of Police is hereby authorized to offer bicycles to needy families in accordance with the following: If the Police Department is unable to determine the owner of a bicycle(s) after making a reasonable effort to do so, then the Chief of Police, before said bicycle(s) is to be auctioned, may offer the bicycle(s) to the child or children, aged fifteen and under, of needy families for the cost of a City bicycle license. For the purpose of this section, a needy family shall be defined as a family whose gross income equals sixteen thousand, five hundred dollars ($16,500) or less annually. There shall be a limit of one bicycle per child.
