Any video tape taken by any member of the Police Department, or by order of the Police Department, during and in pursuance of the ordinary course of its duties to preserve the peace and quiet of the community, shall not be for public display nor for showing at any time except by an order of a court of competent jurisdiction.

The Chief of Police is hereby authorized to operate a jail commissary at the new Euclid City jail.
The Chief is hereby authorized, empowered and directed to use any profits from the sale of various and sundry items, including candy and cigarettes, in the jail commissary, to set up a commissary account. Funds from the commissary account shall be used to provide recreational equipment and activities for jail prisoners.

The Chief of Police is hereby authorized, empowered and directed to execute contracts on an as-needed basis with other law enforcement agencies desiring to place prisoners in the new Euclid City Jail. Each contract shall be in such form as is approved by the Director of Law.

(a) Beginning January 1, 1991, the Chief of Police shall be paid at a rate of 1.85 times the bi-weekly rate of a first class patrolman.
(b) Beginning January 1, 1991, the Executive Officer of the Police Department shall be paid at a rate of 1.63 times the bi-weekly pay of a first class patrolman.

The Chief of Police is hereby authorized to offer bicycles to needy families in accordance with the following: If the Police Department is unable to determine the owner of a bicycle(s) after making a reasonable effort to do so, then the Chief of Police, before said bicycle(s) is to be auctioned, may offer the bicycle(s) to the child or children, aged fifteen and under, of needy families for the cost of a City bicycle license. For the purpose of this section, a needy family shall be defined as a family whose gross income equals sixteen thousand, five hundred dollars ($16,500) or less annually. There shall be a limit of one bicycle per child.
