141.015 POWERS AND DUTIES OF THE CHIEF OF POLICE AND DEPARTMENT PERSONNEL.
   (a)   The Chief of Police shall be the head of the Police Department, shall direct the administration and operations of the Department and shall, with the consent and approval of the Mayor, establish policies, procedures, rules and regulations for the administration and operation of the Department.
   (b)   All members of the Department shall have all powers provided by ordinance and the laws of the State for police officers of cities, and shall exercise the same in such manner as may be provided by the rules of the Department and the orders of the Mayor, the Chief of Police and the Captains, Lieutenants and Sergeants of the Department.
