A. The fire chief shall have the authority and responsibility for adopting regulations designating fire lanes within the city, and for performing such studies and taking such other actions as may be necessary to adopt or implement such regulations.
B. A regulation adopted by the fire chief designating a fire lane shall become effective and be implemented no earlier than the 30th day following the date it is entered in the record of traffic regulations and traffic control devices to be maintained by the director in the manner hereinafter required by this chapter unless the fire chief makes a written finding that the regulation was adopted to address a safety hazard constituting an emergency, in which case the regulation shall become effective and be implemented immediately following the date that the regulation was entered in the record of traffic regulations and traffic control devices.
