No person or group of persons shall camp, remain, stay, or store personal property, pursuant to Chapter 9.20 of this code, between one hour after sunset and one hour before sunrise of the following day, unless such overnight camping or stay, or storage is undertaken for the purpose of making preparations for a public event or for the purpose of providing overnight security for equipment and structures utilized in such public event, and the overnight camping or stay, or storage is authorized by a permit issued for the public event pursuant to Chapter 12R.08 of this title.
This section is not applicable to unsheltered individuals when there is no available shelter space, as defined in Section 9.20.020, for the unsheltered individual otherwise in violation of this section.

A. Definitions.
1. “Animals for Hire”shall mean those animals, including, but not limited to, goats, sheep, llamas, horses, cattle, or any other animal approved by the park director, that may be hired by the city from time to time to aid in vegetation management of a city park.
2. “Designated Area” shall mean an area within a city park which is being grazed by animals for hire, and which requires the exclusion of public use while such grazing is occurring.
B. No person shall, or allow an animal owned by or under the control of such person to, enter a designated area which has been signed and fenced for animals for hire within the boundaries of any city park.
C. No person shall, or allow an animal owned by or under the control of such person to, harass, disturb, or injure any animals for hire within any city park.
D. No person shall, or allow an animal owned by or under the control of such person to, harass, disturb, or injure the handlers of the animals for hire or any personal property, fencing, or signage thereof in or near a designated area for animals for hire within any city park.

A. Unless authorized by an approved permit, it is unlawful for any person to be present in any city of Chico parks, greenways, or open spaces during the hours the parks, greenways, or open spaces are closed. Unless otherwise posted, closing hours shall be between the hours of 10:00 p.m. and 5:00 a.m. for all City parks, greenways and open spaces, except City Plaza and Upper Bidwell Park where closing hours are from 11:00 p.m. to 5:00 a.m.
B. The following exceptions shall apply to this section, if the person is:
1. Directly and actively proceeding to a destination outside of parks, greenways or open spaces.
2. A duly authorized city or Chico Area Park and Recreation District employee or persons participating in city activities or other activities for which the city or has provided written permission to utilize a park, greenway or open space beyond the closing time.
C. The city of Chico or Chico Area Park & Recreation District director may temporarily close its respective parks, greenways, or open spaces, or a portion of any park, greenway, or open space whenever the director determines that such closure is necessary for the protection of public safety or public property. It is unlawful for any person to be present in any park, greenway or open space, or portion of any park, greenway or open space, that has been temporarily closed by the director.

No person shall use or ride upon a coasting device on any sidewalk, ramp or other surface within City Plaza. “Coasting Device” is defined in Chapter 10.45 entitled “Coasting Devices - Public Areas” of the Chico Municipal Code.
