Section 502.   Procedure for holding elections.
   Unless otherwise provided by ordinance, all elections shall be held in accordance with the provisions of the California Elections Code applicable to elections in general law cities, insofar as the same are not in conflict with this Charter.
   The council shall, by ordinance or resolution, order the calling and holding of elections within the city.
