19.90.030   Establishment of an emergency response network and thoroughfare standards.
   To ensure adequate emergency response, an Emergency Response Network (ERN) must be established as set forth in this section. The ERN is comprised of primary and secondary streets.
   A.   Primary Street. A free movement street type with no unwarranted stop signs or signals and no vertical traffic calming measures.
   B.   Secondary Street. A free movement street type with no unwarranted stop signs or signals. Vertical traffic calming measures are limited to raised intersections and curb extensions (bulbing).
   C.   ERN streets shall be connected. No cul-de-sacs or dead-end streets are permitted.
   D.   The maximum distance between ERN intersections shall be 660 feet.
   E.   Off-Network thoroughfares may be added to the street network providing emergency response. These off-network streets provide additional circulation for vehicles, bicycles, and pedestrians as well as additional public parking.
      1.   Buildings addressing onto an off-network thoroughfare where the building is not within 150 feet of an ERN street shall be protected with a fire sprinkler system.
      2.   Alleys are considered off-network streets as they are not typically used for emergency response.
   F.   Table 6-38 below sets forth emergency response network standards.
