16.12.050   Certificate of occupancy - Temporary certificate.
   A temporary certificate of occupancy authorizing the use and occupancy of a building or structure or any portion thereof prior to its completion may be issued by the building official if the building official determines that no substantial hazard will result from such occupancy or use.
