A certificate of occupancy shall be required for the following:
A. The use or occupancy of any new building or structure or any addition to an existing building or structure for which a permit is required by Chapter 16.10 of this title; or
B. The change in the character of the use or occupancy of an existing building or structure which results in a change in the classification or subclassification of such building or structure or portion of such building or structure established in the building standards adopted by Chapter 16.06 of this title, regardless of whether a building permit is required pursuant to Chapter 16.10 of this title incident to such change in occupancy or use.
