All residences and business establishments within the City limits intended or used for human habitation, occupancy, or use shall be connected to the public water system, if it is reasonably available and if the building is not furnished with pure and wholesome water from some other source.
Before any person makes a connection to the water system, a written permit must be obtained from the Building Official. The application for the permit shall be filed with the Building Official on blanks furnished by the Building Official. The application shall include a legal description of the property, the name of the property owner, the name and address of the person who will do the work, and the general uses of the water. No different or additional uses will be allowed except by written permission of the Building Official. The Building Official shall sign and issue the permit and state the time of issuance, if the proposed work meets all the requirements of this chapter and if all fees required under this chapter have been paid. Work under any permit must be begun within six (6) months after it is issued. The Building Official may at any time revoke the permit for any violation of this chapter and require that the work be stopped.

If, in the course of the work, it is found necessary to make any change from the plans and specifications on which a permit was issued, amended plans and specifications shall be submitted. A supplementary permit, subject to the same conditions applicable to the original application for a permit, shall be issued to cover the change.

All trench work, excavation and backfilling required in making a connection shall be performed in accordance with City construction specifications and Section 96.03.
All taps into water mains shall be made under the direct supervision of the Building Official and in accord with the following:
1. Corporation Stop. A brass corporation stop, of pattern and weight approved by the Building Official, shall be inserted in every tap in the water main.
2. Sizes and Locations of Taps.
A. All Class 52 cast or ductile iron water mains six (6) inches or less in diameter shall receive a direct tap no larger than a three-fourths (3/4) inch. All Class 52 cast or ductile iron water mains of over six (6) inches in diameter shall receive a direct tap no larger than one inch. Where a larger connection is desired, two or more small taps or a tap saddle or cutting-in tee shall be used, as the Water Department shall order. All taps in the water main shall be made at or near the top of the pipe, at least eighteen (18) inches apart. No water main shall be tapped nearer than one foot of a joint in the water main.
B. All Pressure Class 350 ductile iron and C900 polyvinyl chloride water main shall require the use of a service clamp or saddle when tapping. Service clamps and saddles up to two-inch tap size may be used for tapping six-inch and larger water main. Service clamps and saddles shall conform to the requirements of the Water Department.
3. Independent Services. Not more than one building and the premises in connection therewith shall be supplied from one water service pipe, where the lot or parcel of ground on which the same are situated abuts on a street having a water main. Persons owning property not abutting on such streets may run party service lines, under the direction of the Building Official. Party service lines shall have a curb stop and stop box close to the water main and additional curb stop and stop boxes placed on City streets, or alleys, so that each customer may be shut off independently. No permit shall be granted for connecting to a party service line until the person applying therefor files with the Building Official written consent of all owners of such lines.
4. Location Record. An accurate and dimensional sketch showing the exact location of the corporation stop and stop box shall be filed with the Building Official in such form as the Building Official shall require.

Water service pipes from the water main to the meter setting shall be of such material as specified in the City construction specifications. The water service pipe from the water main to the water distribution system for the building shall be of sufficient size to furnish an adequate flow of water to meet the requirements of the building at peak demands and in no case shall be less than three-fourths (3/4) inch nominal diameter. Pipe must be laid sufficiently waving, and to such depth not less than five (5) feet, as to prevent rupture from settlement or freezing.
