183.01 COMPOSITION; TERM; VACANCY.
(a) There is hereby established the Aurora Landmark Commission which shall consist of one (1) member of Council and four (4) electors of the Municipality appointed by the Mayor and confirmed by Council and holding no other office or employment in this Municipality except as provided below.
(b) The terms of the four (4) electors shall end on December 31st of the third (3rd) year of their appointment and shall be staggered to the extent practicable so that no more than two (2) positions shall become open at the beginning of every year.
(c) Vacancies shall be filled within sixty days for the remainder of the unexpired terms in the same manner as the original appointments and confirmations. In the case of temporary absence or disability of any member, a member may be appointed and confirmed in the manner provided above to serve during such temporary absence or disability. Such temporary member shall possess all of the qualifications of a regular member, shall have the same powers and perform the same duties, and shall receive the same compensation as a regular member during the term of his appointment. The Mayor shall serve as ex-officio member of this Landmark Commission. (Ord. 2021-183. Passed 12-13-21.)
183.02 PURPOSE.
The purpose of the Landmark Commission is to designate landmarks in the City pursuant to the procedures hereinafter described, in order to preserve, protect and perpetuate places, buildings, structures, works of art and other objects having a special historical, community or esthetic interest or value, all for the following reasons:
(a) To safeguard the heritage of the City by preserving sites and structures which reflect elements of the City's cultural, social, economic, political or architectural history;
(b) To stabilize and improve property values;
(c) To protect and enhance the City's attractions to residents, tourists and visitors, and serve as a support and stimulus to business and industry;
(d) To enhance the visual and esthetic character, diversity and interest of the City.
(e) To foster civic pride in the beauty and notable accomplishments of the past;
(f) To promote the use and preservation of historic and archaeological sites and structures for the education and general welfare of the people of the City;
(g) To strengthen the economy of the City;
(h) To take whatever steps as may be necessary to safeguard the property rights of the owners whose property is declared to be a landmark or is located in an area designated as a Landmark District, and act in an advisory role to Architectural Board of Review and Planning Commission and to other officials and departments of Aurora's governmental system.
