1321.01 CREATION, COMPOSITION, TERMS, VACANCIES AND PURPOSE.
   (a)    There is hereby created an Architectural Board of Review for the City, to be appointed by the Mayor with confirmation by Council, to consist of five members and one alternate, as follows:
      (1)    Five members to be qualified electors of the City, to be appointed for terms of four years each.
      (2)    Annually, appointments shall be made of such number of members whose terms have expired, as required to insure that the period of service for new members shall always overlap the period of service of other members, but in no case shall any member serve more than a four year term without re-appointment and re-confirmation by Council. All terms shall expire as of December 31 of the last year of the appointed period of service.
      (3)    In addition to the regular membership of the Architectural Board of Review, the board shall consist of one (1) designated alternate member of the Board. When the Secretary of the Architectural Board of Review has notice that a regular member may not attend a meeting, the Secretary will contact the alternate for his or her attendance at the Board's scheduled meeting. The alternate will vote only when he or she is replacing an absent board member.

   (b)   A vacancy occurring during the term of any member of the Architectural Board of Review shall be filled for the unexpired term in the manner authorized for an original appointment.
  
   (c)   The purpose of the Architectural Board of Review is to protect and preserve the value, appearance and character of property on which buildings, structures, and signs are erected, altered or repaired in the City of Aurora, and to protect real estate within the City from impairment or degradation of value as determined by the Board. Such purposes shall be accomplished by establishing guidelines for all residential, commercial and industrial buildings or structures relative to the design and use of exterior materials. Western Reserve design elements are encouraged. The Architectural Board of Review shall also evaluate the scale of new buildings or additions as they compare with existing structures in the neighborhood. The Architectural Board of Review shall also have the authority to review the design and materials upon which any sign is to be mounted, hung, attached or placed within the City. Changes to existing conforming signs and replacement of sign placards shall be reviewed by the Department of Planning, Building and Zoning and are not subject to Architectural Board of Review. All decisions made by the Architectural Board of Review are subject to the provisions of the Codified Ordinances of the City of Aurora. During the review process, the Architectural Board of Review shall consider and be cognizant of the development of adjacent, contiguous and neighboring buildings and properties for the purpose of achieving harmonious and integrated development of related properties.
