183.14 APPROVAL OF NEW CONSTRUCTION BY ARCHITECTURAL BOARD OF REVIEW.
   Notwithstanding any other provision of this chapter, the Architectural Board of Review shall approve new construction of buildings in an approved Landmark District only if the architectural design, massing, setback, texture, proportion and scale of the new construction is compatible with other historical buildings within the Landmark District. The Landmark Commission will act in an advisory capacity to the Architectural Review Board, and only to insure the new structure conforms to the scale, proportion, rhythm, setbacks and texture of the Historic Zone.
