§ 4-1.413 SALE OR TRANSFER OF OWNERSHIP; APPLICATION FOR NEW REGISTRATION CARD.
   It shall be the duty of the purchaser or transferee of any bicycle to make application for a new registration card within 10 days of such purchase or transfer.

§ 4-1.414 BICYCLE RENTAL AGENCIES; BICYCLE LICENSES AND REGISTRATION CARDS.
   All persons engaged in operating bicycle rental agencies for the purpose of renting or lending bicycles to patrons shall first obtain a license and registration card for each bicycle so used by paying therefor the regular license fee.

§ 4-1.415 BICYCLE RENTAL AGENCIES; BICYCLE LICENSES NONTRANSFERABLE.
   Licenses obtained by bicycle rental agents pursuant to the provisions of § 4-1.414 of this article shall not be transferred from one bicycle to another.

§ 4-1.416 SALE OF ABANDONED BICYCLES BY POLICE DEPARTMENT.
   All abandoned bicycles and unidentified bicycles remaining in the hands of the Chief of Police may, at the end of six months, be sold without liability or responsibility of the Police Department or the city.

ARTICLE 5: VIOLATIONS
§ 4-1.501 PENALTY.
   Any person who shall violate any of the provisions of this chapter shall, upon conviction thereof, be punishable as set forth in §§ 1-2.01 et seq. of this code; provided, however, when the provisions of this chapter have been violated by juveniles under the age of 18 years, in lieu of such fine and imprisonment as provided in said sections and in lieu of filing charges in the Juvenile Court, the Chief of Police may prohibit the operation upon the streets, alleys, and public places in the city for a period not to exceed 60 days of a bicycle so used in such violation, in which event the bicycle so used in such violation shall be impounded by the Chief of Police and retained by him during the period of the operation which is prohibited and the owner's registration card shall be held for a like period.
