§ 4-1.416 SALE OF ABANDONED BICYCLES BY POLICE DEPARTMENT.
   All abandoned bicycles and unidentified bicycles remaining in the hands of the Chief of Police may, at the end of six months, be sold without liability or responsibility of the Police Department or the city.

ARTICLE 5: VIOLATIONS
§ 4-1.501 PENALTY.
   Any person who shall violate any of the provisions of this chapter shall, upon conviction thereof, be punishable as set forth in §§ 1-2.01 et seq. of this code; provided, however, when the provisions of this chapter have been violated by juveniles under the age of 18 years, in lieu of such fine and imprisonment as provided in said sections and in lieu of filing charges in the Juvenile Court, the Chief of Police may prohibit the operation upon the streets, alleys, and public places in the city for a period not to exceed 60 days of a bicycle so used in such violation, in which event the bicycle so used in such violation shall be impounded by the Chief of Police and retained by him during the period of the operation which is prohibited and the owner's registration card shall be held for a like period.
