§ 4-1.414 BICYCLE RENTAL AGENCIES; BICYCLE LICENSES AND REGISTRATION CARDS.
   All persons engaged in operating bicycle rental agencies for the purpose of renting or lending bicycles to patrons shall first obtain a license and registration card for each bicycle so used by paying therefor the regular license fee.
