Boundaries established by this title (other than those minor boundary adjustments processed in accordance with subsection 18.118.040.020 (Final Site Plan Approval)), the classification of property uses therein, or other provisions of this title, may be amended, exceptions made therefrom, or conditional uses permitted, in accordance with the facts, conditions, procedures and required showings specified in Chapter 18.60 (Procedures) and Chapter 18.72 (Specific Plans).
