Notwithstanding the foregoing, for participants in the Anaheim Resort Nonconforming Signage Program, modifications (in size, location or design) to freestanding monument signs and wall signs may be permitted, subject to the approval of the Planning Director, to comply with the Anaheim Resort Nonconforming Signage Program adopted by resolution of the City Council. The Planning Director's decision shall be final, unless appealed to the City Council within ten (10) days from the date of such decision.
