18.118.200   NONAPPLICABILITY OF CHAPTER TO CITY ACTIVITIES OR PROPERTY.
   Notwithstanding any other provision of this chapter to the contrary, no provision of this chapter shall apply to, or be a limitation upon, the City of Anaheim, whether the City acts in a governmental or proprietary capacity.
