SEC. 271.   STOPPING ON TRAVELED WAY.
271.   STOPPING ON TRAVELED WAY.Upon any highway or street, a person shall not stop, park, or leave standing a vehicle, whether attended or unattended:
   1.   Upon the paved part of the highway when it is practical to stop, park, or leave the vehicle off that part of the highway, however, a clear and unobstructed width of at least twenty feet of the paved part of the highway opposite the standing vehicle shall be left for the free passage of other vehicles. As used in this subsection, "paved highway" includes an asphalt surfaced highway.
   2.   Upon the main traveled part of a highway other than a paved highway when it is practical to stop, park, or leave the vehicle off that part of the highway. However, a clear and unobstructed width of that part of the highway opposite the standing vehicle shall be left to allow for the free passage of other vehicles.
A clear view of the stopped vehicle shall be available from a distance of two hundred feet in each direction upon the highway. However, school buses may stop in the highway for receiving and discharging pupils and all other vehicles shall stop for school buses which are stopped to receive or discharge pupils, as provided in Section 263 of this Code or Iowa Code §321.372. This section does not apply to a vehicle making a turn as provided in Sections 195 and 196 of this Code or Iowa Code §321.311. This section also does not apply to the stopping or parking of a maintenance vehicle operated by a government authority on the main traveled way of any roadway when necessary to the function being performed and when early warning devices are properly displayed.

SEC. 272.   AUTHORIZED ENFORCEMENT AGENCIES.
272.   AUTHORIZED ENFORCEMENT AGENCIES.The Waterloo Police Department, parking enforcement officers, code enforcement officers, and any other persons authorized by Resolution of the City Council are hereby authorized as the enforcement agencies for all parking regulations. SEC. 273.   NO PARKING.
273.   NO PARKING.Except as herein provided, no person shall stop, stand, or park a vehicle except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic-control devices, in any of the following places:
   1.   On a sidewalk, except a bicycle may stop, stand, or park on a sidewalk as long as the bicycle does not obstruct pedestrian traffic.
   2.   In front of a public or private driveway or within (5) five feet where the driveway intersects with the street. (Ord. #5537,1/27/2020).
   3.   Within an intersection.
   4.   Within five feet of a fire hydrant.
   5.   On a crosswalk.
   6.   Within ten feet upon the approach to any flashing beacon, stop sign, or traffic-control signal located at the side of the roadway.
   7.   Within fifty feet of the nearest rail of a railroad crossing, except when parked parallel with such rail and not exhibiting a red light.
   8.   Within twenty feet of the driveway entrance to any fire station and on the side of a street opposite the entrance to any fire station within seventy-five feet of said entrance when properly signposted.
   9.   Alongside or opposite any street excavation or obstruction when such stopping, standing, or parking would obstruct traffic.
   10.   On the roadway side of any vehicle stopped or parked at the edge or curb of street.
   11.   At any place where official signs or curb markings prohibit.
   12.   Within ten (10) feet of a crosswalk at all intersections within the City of Waterloo, Iowa.
   13.   Upon any bridge or underpass in the City of Waterloo, Iowa.
   14.   In any public or private alley of this City in such a manner that ingress or egress of vehicular traffic to or from such alley might be blocked. (Ord. #3539, 4/4/88)
   15.   Repealed by Ord. #3539, 4/4/88.
   16.   On that part of any street in the City of Waterloo between the curb line, if there be a curb, and the property line of the abutting property, nor shall any vehicle be parked on the that part of any city street not having a curb between the edge of the traveled portion of said street and property line of the abutting property, commonly referred to as “the parking” (hereinafter “the parking”). However, where lawfully authorized signs are erected by the City of Waterloo, patrons to any business adjacent to “the parking” are excepted from the prohibition of the foregoing paragraph. Under no circumstances may any of the work for any patron’s vehicle be performed on “the parking”, nor shall any vehicle be left on “the parking” after normal business hours, which shall include but not be limited to any overnight parking of said vehicle. Any other vehicles, including but not limited to those owned or operated by any business adjacent to “the parking” are prohibited from stopping, standing, or parking any of said vehicles on the “the parking”. Any business that desires to permit parking on “the parking”, shall apply to the City Council for said permit. The City Council shall make its determination as to which business may have said parking based upon the following non-exclusive factors:
      a.    That said parking must be paved in accordance with standards established by the city engineer;
      b.    That there shall be no such parking on arterial streets, which is defined as any area in which the speed limit is over 30 mph;
      c.    That there shall be no parking on, around, or about curves or conflict areas;
      d.    No part of any vehicle parked shall protrude onto the traveled portion of the roadway and/or sidewalk.

   17.   On any street or in any city owned parking lot or ramp in the City of Waterloo for a continuous period of more than 48 hours, except for monthly parking as provided in Sections 311 and 344. The violation of this subsection shall constitute said vehicle a nuisance to be abated as by law provided, or members of the police department may impound such vehicle as hereinafter provided. For the purpose of the regulations herein provided, any vehicle not moved out of the block during the specified and designated parking periods, shall be deemed to have remained stationary. City of Waterloo personnel in charge of city-owned parking lots and ramps are hereby authorized to have such vehicle towed.
