ADOPTING ORDINANCE
ORDINANCE NO. 4854
   AN ORDINANCE ADOPTING A CODE OF ORDINANCES
   FOR THE CITY OF WATERLOO, IOWA, 2007.
   BE IT ORDAINED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA, as follows:
   WHEREAS, section 380.8 of the code of Iowa (2005) requires that at least once in every five years a city shall adopt a code of ordinances, and
   WHEREAS, on April 9, 2001, the city council adopted the city code of Waterloo, Iowa, and
   WHEREAS, the city of Waterloo adds new ordinances and amendments upon passage by supplementation to the code itself, and
   WHEREAS, if a proposed code of ordinances contains only existing ordinances which have been edited and compiled without substantive changes, the council may adopt such code without notice of public hearing, and
   WHEREAS, it is now appropriate to adopt a code of compiled and existing ordinances under the statute without any substantive changes proposed.
   NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WATERLOO, IOWA:
   Section 1. Purpose. The purpose of this adopting ordinance is to enable the city of Waterloo, Iowa, to comply with the provisions of section 380.8, code of Iowa (2005).
   Section 2. Adoption. The city of Waterloo, Iowa, hereby adopts the 2007 code of ordinances for the city of Waterloo, Iowa, pursuant to the provisions of section 380.8, code of Iowa (2005).
   Section 3. Content. The 2007 code of ordinances of the city of Waterloo, Iowa, is composed of all city ordinances presently in effect except traffic code, grade ordinances, bond ordinances, zoning ordinances, and ordinances vacating streets and alleys.
   The 2007 code of ordinances shall include this adopting ordinance and the city clerk's certification of its adoption and passage.
   If the code of ordinances includes an ordinance which has adopted by reference the provisions of any statewide or nationally recognized standard code pursuant to the provisions of section 380.10, code of Iowa (2005), the city clerk shall also keep on file, with the official copy of the city code, a copy of such standard code.
   Section 4. Format. The 2007 code of ordinances of the city of Waterloo, Iowa, shall be compiled in loose leaf format.
   Section 5. Official Copy. The city clerk shall be responsible for the compilation, organization, and maintenance of the official 2007 code of ordinances of the city of Waterloo, Iowa, and shall keep the official copy on file in the office of the city clerk.
   Section 6. Additional Ordinances. All ordinances, except as hereinafter provided, adopted after the effective date of the ordinance shall be in the form of an amendment to or an addition to the 2007 code of ordinances. This section does not apply to traffic code, grade ordinances, bond ordinances, zoning ordinances, and ordinances vacating streets and alleys.
   Section 7. Effective Date. This ordinance shall be effective after its passage and publication, as required by law.
