No person, firm or corporation shall engage in the work or business of constructing, relaying, repairing or cutting any curb, driveway or sidewalk on any public way within the City until such person, firm or corporation shall have been issued a Street Contractor registration, in accordance with Chapter 1305
(“Registration of Contractors”) of the Codified Ordinances of the City, by the office of the Director of Engineering, Planning and Building.
This section does not apply, and shall not apply, to property owners who are judged capable of performing such work themselves by the office of the Director of Engineering, Planning and Building.

The registration provided for in the preceding section shall be issued only after an application furnished in accordance with Chapter 1305
of the Codified Ordinances of the City.

No person, firm or corporation shall construct, relay, repair or cut any curb, driveway or sidewalk within any public way within the City without first obtaining a permit therefor from the office of the Director of Engineering, Planning and Building. A permit to do such work shall specify the house number, lot number, street name, location between intersecting streets, owner’s name, length and width of curb, driveway or sidewalk. The permit shall be good for a period of sixty (60) days and if the curb, driveway and sidewalk is not built in that time, it is void. The permit may be extended by the office of the Director of Engineering, Planning and Building if good and sufficient reason exists for the extension.

The fee for a permit provided for within Section 907.04
shall be in accordance with Section 901.03
(“Fees Required”) of the Codified Ordinances of the City. One permit and fee can be issued for each lot or address inclusive per curb, driveway or sidewalk. However, each lot or address shall require separate permits.

All sidewalks, curbs and driveways within any public way shall be kept and repaired by the owner of the property abutting thereon. The owner of the property abutting a curb, driveway or sidewalk shall construct, repair and relay, as necessary, all curbs, driveways or sidewalks as required by ordinance in accordance with the provisions of Ohio Revised Code Chapter 729 and Chapter 903
of the Codified Ordinances of the City of Warren.
Upon notification by certified mail by the office of the Director of Engineering, Planning and Building to repair a damaged curb, driveway or sidewalk, the property owner affected shall have forty-five days to effect such repairs or be subject to the penalty as provided for within Section 907.99
