In connection with the first appointment of the members of said Advisory Board, five (5) shall be appointed for a one-year term, five (5) for a two-year term, and five (5) for a three-year term. All subsequent appointments shall be for the unexpired vacancies which may occur, or for a three-year term.

The William A. Smith Jr. Park Advisory Board is formed to perform the following duties:
To guide the development of William A. Smith Jr. Park and to serve in an advisory capacity to the Mayor, City Council and the Department of Parks, Recreation and Forestry of the City of Toledo concerning development of a master plan, construction of facilities, development of programs, and other such matters pertaining to the development and administration of the Park as may be requested. The Board shall render periodic reports and recommendations to the Council as it deems necessary.

The Board shall elect its own President and such other officers as it deems necessary. The Board may create from its members and/or persons who are not members, associate memberships and such committees and sub-committees as it shall deem necessary to carry out the function of the Board. It shall prescribe its own rules of procedure and shall keep a record of its transactions and report annually to the Mayor and the Council of the City of Toledo. It shall meet not less than once each month. The Director of Parks, Recreation and Forestry or his designated representative shall serve as an ex-officio member of the Board.

The William A. Smith Jr. Park Advisory Board is hereby authorized to solicit and accept donations and gifts for the express purpose of supporting non-profit activities having to do with development and programming of William A. Smith Jr. Park. There is hereby established the William A. Smith Jr. Park Advisory Board Trust Fund 906010-5635-T71513 to serve as a depository for all funds so received. Disbursement shall be made from such Trust Fund by the Director of Finance upon presentation of proper vouchers from the William A. Smith Jr. Park Advisory Board and approved by the Department of Parks, Recreation and Forestry.
