All new sewer meter installations used for alternate metering must meet, without limitation, the following criteria:
A. The sewage meter shall measure all user discharge that enters the City sewer system.
B. The Division of Water Reclamation must approve all plans for piping connections, meter type, and location, involving a sewage meter. The sewage meter shall be installed to allow convenient access for reading and inspection.
C. The sewage meter must be supplied with a non-resetable totalizer. The totalizer must maintain the reading during power failures. If the reading is resetable in any way or method, then the totalizer must be placed in an enclosure that can be protected by a security seal(s). The enclosure must have a viewing window to allow reading. The Owner must provide the maximum number of digits the totalizer can display, and what units it is reading (Cubic Feet is preferred).
D. The user shall guarantee, in writing, to the Director that the sewage meter will be properly maintained to accurately measure the discharge.
E. The user shall allow inspection by the City of the piping system and meter installation during construction, and periodically thereafter, to ensure proper connections and usage.
A. Sewage meters must be calibrated by an approved contractor or factory representative at regular intervals determined by the Division of Water Reclamation. The Division of Water Reclamation personnel shall be allowed the opportunity to witness the calibration procedure. In addition, a written calibration report must be submitted within thirty (30) days of the procedure. Expenses associated with calibrations are the sole responsibility of the Owner.
B. It has been demonstrated that inline magnetic flow meters are more accurate and allow longer periods between calibrations. Inline magnetic flow meters shall be calibrated at a period not to exceed three (3) years. All other types of sewage meters shall be calibrated annually.
C. If the Director has reason to believe that a sewage meter used for alternate billing purposes is sufficiently in error, a certified calibration may be required at the Owner's expense.
D. Failure to comply within sixty (60) days of being notified in writing of the required calibration may result in sewage usage being calculated on 100% of the incoming water to the Premises back to the last known calibration date.
All sewer meters used for Alternate Metering are privately owned and are the sole responsibility of the Owner for maintenance and repair. Should a sewer meter be out of service for more than thirty (30) days, the sewage fees will be based upon 100% of the incoming water entering the Premises. If any security seal(s) are removed during repair procedures, Water Reclamation personnel must be notified and allowed reasonable and safe access to replace the seal(s). Should a sewer meter require repairs, a calibration must be performed within thirty (30) days of the completion of the repairs or reinstallation of the meter.
Sewer Meters and appurtenances or infrastructure attached or related thereto shall not be tampered with. If the Department finds that a meter seal(s) has been broken or there is evidence that a meter or totalizer has been tampered with, the sewage usage shall be calculated from the last known calibration date, based upon 100% of the incoming water to the Premises, which is exclusive of any other remedies available to the City. Should the seal(s) need to be removed for any reason, the Division of Water Reclamation must be notified.
Piping by-passes around the sewer meter for service and maintenance purposes are allowed. However, there must be accommodations made to install security seals on by-pass valving. Should the seal(s) need to be removed for any reason, the Division of Water Reclamation must be notified well in advance of removal.
