8-1-1: WATER DEPARTMENT AND SYSTEM:
   A.   Department Created: The Water Department is hereby created. It shall comprise all of the property and equipment and personnel pertaining to the maintenance and operation of the Town water supply and distribution. This Department shall administer the operation and maintenance of the water system of the Town.
   B.   System Under Control Of Town Council: The waterworks system constructed, owned and controlled by this Town to supply the Municipality and the citizens thereof with water services shall be known and designated as the Stockton Waterworks. It shall be the property of the Town, and shall be under the sole and exclusive control of the Town Council, who may from time to time direct the construction of such reservoirs, water tanks, water mains, fire hydrants and facilities of every description, as the necessities of the inhabitants of the Town may require. 8-1-2: WATERMASTER:
   A.   Appointment: The Mayor may appoint, by and with the approval of the Town Council, a competent person to the position of Watermaster of the Water Department, who shall hold office during the pleasure of the Town Council.
   B.   Duties: The Watermaster of the water system shall manage and supervise the Town water system, under the direction of the Town Council, which from time to time shall, by resolution or otherwise, prescribe his powers and duties and direct the manner and frequency with which he shall make reports to the Town Council relating to the water system.
