Free access shall at all ordinary hours be allowed to the Watermaster or other authorized person to all places supplied with water service, to examine the water apparatus, the amount of water used, and the manner of using water apparatus, and the user violating any of the rules and regulations controlling the water system shall forfeit all payments made and the right to the use of the water system for violation of the rules pertaining to either of said water system.
