§ 31.36 ADULT ENTERTAINMENT DIRECTOR.
   (A)   Establishment. The office of Adult Entertainment Director is hereby established.
   (B)   Powers and duties. The Adult Entertainment Director shall be responsible for the overall supervision of applications for adult entertainment licenses and permits within the city as provided for by applicable law, ordinance, or regulation. The Adult Entertainment Director shall, within the scope of his office, be under the direct supervision of the Mayor and shall account to him for all actions within his department.
   (C)   Oath. The Adult Entertainment Director, upon his appointment and prior to taking office, shall take an oath to faithfully perform the duties of his office and that he possesses the requisite qualifications for the position.
   (D)   Compensation. The Adult Entertainment Director shall be paid a salary in an amount as established by Council in accordance with § 31.02.

§ 31.37 ALCOHOLIC BEVERAGE CONTROL ADMINISTRATOR.
   (A)   Establishment. The office of Alcoholic Beverage Control Administrator is hereby established.
   (B)   Powers and duties. The Alcoholic Beverage Control Administrator shall be responsible for implementation of all laws, ordinances, and regulations relative to the operation of premises licensed to sell, manufacture, or distribute alcoholic beverages within the city. The Alcoholic Beverage Control Administrator shall be under the direct supervision of the Mayor and shall account to him for all actions in his department.
   (C)   Oath. The Alcoholic Beverage Control Administrator, upon his appointment and prior to taking office, shall take an oath to faithfully perform the duties of his office and that he possesses the requisite qualifications for the position.
   (D)   Compensation. The Alcoholic Beverage Control Administrator shall be paid a salary in an amount as established by Council in accordance with § 31.02.

§ 31.38 CITY CLERK/TAX ASSESSOR.
   (A)   Establishment. There is hereby established the office of City Clerk/Tax Assessor.
   (B)   Powers and duties. The duties and responsibilities of the City Clerk/Tax Assessor shall include, but not be limited to the following:
      (1)   Maintenance and safekeeping of the permanent records of the city;
      (2)   Performance of the duties required of the “official custodian” or “custodian” pursuant to KRS 61.870, 61.882;
      (3)   Possession of the seal of the city, if used;
      (4)   Performance of all duties and responsibilities required of the city clerk by statute or ordinance;
      (5)   Performance of all duties and responsibilities required of a tax assessor for a city of the third class by statute or ordinance.
      (6)   No later than January 31 of each year, mail to the Department of Local Government, a list containing current city information including, but not limited to, the following:
         (a)   The correct name of the Mayor, legislative body members, and the following appointed officials who are serving as of January 1 of each year:
            1. City Clerk/Tax Assessor;
            2. City Treasurer;
            3. City Manager;
            4. City Attorney;
            5. Finance Director;
            6. Police Chief;
            7. Fire Chief; and
            8. Assistant to the Mayor and/or director of public works.
         (b)   The correct name of the city, mailing address for City Hall, and telephone number of City Hall; and
         (c)   The name and telephone number of either an elected or appointed official to serve as a contact person that may be reached
during normal business hours of 8:00 a.m. to 4:30 p.m.
   (C)   The provisions of KRS 83A.080(2) relative to appointment and removal shall apply to the office of City Clerk/Tax Assessor.
   (D)   The City Clerk/Tax Assessor shall forthwith, after appointment, take the oath of office provided for in the Constitution of the Commonwealth of Kentucky and applicable sections of the Kentucky Revised Statutes and shall execute bond with surety in the amount of ten thousand dollars ($10,000.00) to insure the faithful discharge of his duties.
   (E)   The City Clerk/Tax Assessor shall be paid a salary in an amount as established by council as set forth in § 31.02 and shall enjoy and be granted other employee benefits relative to longevity, vacation, hospitalization and medical insurance, and sick leave as may be negotiated between the city and said City Clerk/Tax Assessor.

§ 31.39 CITY ENGINEER.
   (A)   Establishment. The office of City Engineer is hereby established.
   (B)   Powers and duties. The City Engineer shall advise the Mayor on all engineering matters referred to him by either the City Council or the Mayor; shall from time to time make reports to the Mayor regarding public improvements, repair of streets, bridges, or sidewalks, or other work as the Mayor may request; and shall make those suggestions to the Mayor regarding such things as shall, in his judgment, seem appropriate. All such reports shall be made to the Mayor; the Mayor shall relay these reports to Council as he finds appropriate.
   (C)   Oath. The City Engineer shall take an oath to faithfully perform the duties of his office and that he possesses the requisite qualifications.
   (D)   Compensation. The City Engineer shall not be paid a period salary and should be called for employment by the Mayor at such times as his professional qualifications are required. On such occasions, he shall be paid on an hourly or job basis to be agreed upon prior to the beginning of his duties and subject to the approval of the City Council.

§ 31.40 TAX COLLECTOR.
   (A)   Establishment. The office of City Tax Collector is hereby established.
   (B)   Powers and duties. The Tax Collector shall take such steps as are required to issue the tax bills authorized by city ordinance and further take such steps as are required to collect and receive all money due on the taxes, special assessments, and other funds that are not paid directly to the Treasurer, and perform all other duties as required by law. The Tax Collector shall keep records for all the collections.
   (C)   Oath. The Tax Collector shall take an oath to faithfully perform the duties of his office and that he possesses the requisite qualifications.
   (D)   Bond. The Tax Collector shall give a bond in the amount of $1,000.
   (E)   Compensation. The Tax Collector shall be paid a salary to be negotiated through current union representative.
