§ 31.39 CITY ENGINEER.
   (A)   Establishment. The office of City Engineer is hereby established.
   (B)   Powers and duties. The City Engineer shall advise the Mayor on all engineering matters referred to him by either the City Council or the Mayor; shall from time to time make reports to the Mayor regarding public improvements, repair of streets, bridges, or sidewalks, or other work as the Mayor may request; and shall make those suggestions to the Mayor regarding such things as shall, in his judgment, seem appropriate. All such reports shall be made to the Mayor; the Mayor shall relay these reports to Council as he finds appropriate.
   (C)   Oath. The City Engineer shall take an oath to faithfully perform the duties of his office and that he possesses the requisite qualifications.
   (D)   Compensation. The City Engineer shall not be paid a period salary and should be called for employment by the Mayor at such times as his professional qualifications are required. On such occasions, he shall be paid on an hourly or job basis to be agreed upon prior to the beginning of his duties and subject to the approval of the City Council.
