3-1-9: PREMISES REQUIREMENTS:
   A.   Licensed Premises Only: The license prescribed by this chapter shall limit the sale of alcoholic liquor to the premises for which said license is issued and shall be described in said license.
   B.   Sanitary Conditions: All premises used for the retail sale of alcoholic liquor or for the storage of such liquor for sale shall be kept in a clean and sanitary condition.
   C.   Clear View Of Premises: In premises upon which the sale of alcoholic liquor for consumption upon the premises is licensed (other than a restaurant, hotel, club or any bowling alley which is situated other than on the first or ground floor), no screen, blind, curtain, partition, article or thing shall be permitted in the windows or upon the doors of such licensed premises nor inside such premises which shall prevent a clear view into the interior of such licensed premises from the street, road or sidewalk at all times, and no booth, screen, partition or other obstruction nor any arrangement of lights or lighting shall be permitted in or about the interior of such premises which shall prevent a full view of the entire interior of such premises from the street, road or sidewalk. Said premises must be so located that there shall be a full view of the interior of such premises from the street, road or sidewalk. All rooms where liquor is sold for consumption upon the premises shall be continuously lighted during business hours by natural light or artificial white light so that all parts of the interior of the premises shall be clearly visible. In case the view into such licensed premises required by this subsection shall be wilfully obscured by the licensee or by him wilfully suffered to be obscured or in any manner obstructed, then his license shall be subject to revocation in the manner herein provided. In order to enforce the provisions of this subsection, the local liquor control commissioner shall have the right to require the filing with him of plans, drawings and photographs showing the clearance of the view as required herein. 3-1-10: SALES TO CERTAIN PERSONS PROHIBITED:
It shall be unlawful for any person, firm, association or corporation, or any officer, associate, member, representative, agent or employee thereof, licensed by the village, to sell, give, or deliver alcoholic liquor to any person under the age of twenty one (21) years or to any intoxicated person except as provided in 235 Illinois Compiled Statutes 5/6-16.1. 3-1-11: PERSONS UNDER TWENTY ONE:
   A.   Sales, Delivery To Prohibited; Exceptions: It shall be unlawful for any person, firm, association or corporation, after purchasing or otherwise obtaining alcoholic liquor, to sell, give or deliver such alcoholic liquor to any person under the age of twenty one (21) years, except in the performance of a religious ceremony or service.
   B.   Purchase, Acceptance Or Possession Prohibited; Identification Required: It shall be unlawful for any person to whom the sale, gift or delivery of alcoholic liquor is prohibited because of age to purchase or accept a gift of alcoholic liquor or to have alcoholic liquor in his possession. If a person, firm, association or corporation, or its agents or employees, believe, or have reason to believe that a sale or delivery of alcoholic liquor is prohibited because the prospective recipient is a person under age, he shall, before making such sale or delivery, demand presentation of some form of positive identification, containing proof of age, issued by a public officer in the performance of his official duties.
   C.   Consumption Prohibited: It shall be unlawful for any person under the age of twenty one (21) years to consume alcoholic liquor.
   D.   Presence On Premises: It shall be unlawful for the holder of any license to allow any person under the age of twenty one (21) years to loiter in or about the premises where alcoholic liquor is sold by said licensee, unless said person under the age of twenty one (21) years is accompanied by a parent or legal guardian. 3-1-12: INSPECTIONS:
Any premises licensed for the sale of alcoholic liquor shall be open to inspection by the health officer, president, trustees, and police officers of the village at all reasonable times, and at all times when the premises is open to the public for business purposes. (Ord. 344, 4-3-2012)
3-1-13: SUSPENSION OR REVOCATION OF LICENSE:
The local liquor control commissioner may revoke or suspend any license issued under the terms of this chapter if he determines the licensee has violated any of the provisions of this chapter or any of the laws of the state of Illinois in regard to the sale of alcoholic liquor; provided that there shall first be a public hearing by the local liquor control commissioner after a three (3) day written notice to the licensee, affording said licensee an opportunity to appear.
