The local liquor control commissioner may revoke or suspend any license issued under the terms of this chapter if he determines the licensee has violated any of the provisions of this chapter or any of the laws of the state of Illinois in regard to the sale of alcoholic liquor; provided that there shall first be a public hearing by the local liquor control commissioner after a three (3) day written notice to the licensee, affording said licensee an opportunity to appear.
