After review and advisory recommendation by the Plan Commission at a regular public meeting, Preliminary and Final Drainage Plans and/or construction plans shall be submitted to the Department of Planning and Building at least twenty (20) days prior to their regularly scheduled meeting. All Preliminary Plans, Final Plans and/or construction plans in compliance with the standards of this ordinance, as amended from time to time, shall be approved by the Department of Planning and Building, after review and recommendation by the Plan Commission. The Department of Planning and Building shall stamp such approval on a copy of such plans and deliver the same to the applicant. The Department of Planning and Building shall approve or disapprove any Preliminary Plans, Final Plans and/or construction plans within sixty (60) days of submission unless the applicant consents to a continuance or extension. All approvals and disapprovals with written reasons shall be incorporated into the Meeting Minutes of the Plan Commission.
