The Department of Planning and Building, on recommendation from the Plan Commission, is authorized to issue a permit after thorough investigation and evaluation of information provided in compliance with this ordinance. A storm water permit is required for all new development or redevelopment of land, new building construction, structural additions or alterations prior to any land disturbing activities begin.
