Sec. 9-131 Billing and Collections.
   The industrial cost recovery rates and charges shall be prepared, billed and collected in the manner provided by law and ordinance.
   The industrial cost recovery charges for treatment services shall become effective for services rendered during the calendar month following completion of construction and shall be prepared and billed monthly.
