No obstruction, including but not limited to fences and plants, shall be placed so as to interfere with the employees of the Town's water utility reading of the outside reading device of the inside meter, as that device is approached from the front of the house. If any such obstruction is found, the Utility shall so notify the owner of the property and the owner shall remove all such obstructions within thirty (30) days. Upon failure to remove the obstruction within thirty (30) days of the issuance of the notice, the Utility shall seek injunctive relief from the courts of proper jurisdiction, and the property owner shall be liable for all related legal expenses and court costs.
