All property owners and users who shall hereby be added to the water utility of this Utility shall be required and allowed to purchase water at the same rate as charged the class of customer to which that owner/user belongs who is already a customer of the Utility and likewise be subject to the same obligations and duties of customers of that class. Nothing in this section, however, shall limit the authority of the Utility Board nor relieve the obligation of added customers, to pay the new customer's pro rata costs of extension and/or development as provided herein.
